1935 – RTCA, Inc. began as the Radio Technical Commission for Aeronautics. “Research into the technical development of aeronautical radio aids,” wrote Rex Martin, Assistant Director of the Bureau of Air Commerce, “had been pursued independently by so many organizations—each working intensively to anticipate and meet rapidly changing requirements—that it became clear some guiding agency was necessary to efficiently coordinate these efforts.”

Over the past 90 years, RTCA has evolved from coordinating efforts on aeronautical radio aids to shaping the technologies that define today’s global aviation industry.
Since its founding, RTCA, Inc. has served as a trusted forum for industry collaboration, bringing together diverse stakeholders to enhance technological performance through the development of robust, consensus-based standards.
RTCA, Inc.’s standards fuel innovation and underpin the critical technologies that improve safety and shape how aircraft navigate and communicate worldwide. Through long-standing coordination with ICAO and other global partners, RTCA, Inc. produces harmonized and trusted international standards.
Our standards development process is rooted in five core values that guide the creation of trusted standards:
- Collaboration – Engaging a broad range of stakeholders—including industry, civil aviation authorities, and academia—to ensure comprehensive input and consensus.
- Transparency – Operating openly and with traceable processes, allowing all participants to understand decisions and contribute meaningfully.
- Consensus – Building agreement among diverse voices to ensure broad acceptance and applicability of standards.
- Integrity – Maintaining a fair, impartial process grounded in technical excellence and safety.
- Innovation – Driving progress in aviation technologies through adaptive, forward-looking standards.
Thousands of aviation products have been built in accordance with RTCA, Inc. standards, which are widely referenced by the FAA and civil aviation authorities across the globe. Among the most foundational standards are:
- DO-178C – Software Consideration in Airborne Systems and Equipment Certification
- DO-160G – Environmental Conditions and Test Procedures for Airborne Equipment
- DO-254 – Design Assurance Guidance for Airborne Electronic Hardware
Today, RTCA, Inc. continues its rigorous, consensus-driven approach as it addresses emerging opportunities and challenges in the integration of new technologies into global airspace. We are proud to serve as a vital convener—shaping the future of flight on a foundation of safety and collaboration.
