The Final Report of the Certification Steering Committee
addresses the status of the 15 recommendations of the
Certification Task Force, formed in 1998 at the request of the
FAA Administrator. Over 200 members of the international
aviation community participated in the Task Force to produce
broad gauged recommendations for issues that were seen to
introduce inefficiencies into the certification process. The 15
Task Force recommendatons address the following topical
areas:1. Organizational Focal Point in FAAA 2. Systems
Engineering Capability 3. Multi-tiered Airworthiness
Requirements 4. Human Performance Considerations 5.
Agreement or Regulator/Applicant Roles 6. Standardize
Designee Programs 7. Early Deployment of Advanced
Systems 8. Instrument Approach Procedures to Exploit
Current Capabilities 9. Commonly Agreed Concept of Ops
10. Eliminate Duplicate Committees 11. Correct
Misapplication of Rules 12. Certification Process
Improvements 13. New Rule Harmonization 14. Publicize
how Rules have been applied 15. A “No Fear” Feedback
Process RTCA formed the Certification Steering and Select
Committees in response to the FAA’s request for a follow-on
effort. The Steering Committee and its supporting Select
Committee reviewed the 15 Task Force recommendations and
documented FAA initiatives already underway for implementing
certain Task Force recommendations and provided proposals for
implementing those recommendations not yet addressed. Each
Task Force recommendation is cited and the action taken to
respond to the recommendation is discussed. |
